You are able to have a parent agree to your waivers as soon as they create their account using the Single Signup form.
To enable that option go to More > Settings and click Portal Settings in the left menu. On the Options tab make sure to check BOTH of these checkboxes.

This will have the parent agree to the waiver text you enter under More > Settings as soon as they create their new account. If you have entered Agreement Text in your portal settings, the parent will be asked to check the boxes for both of those agreements.
