Click "Studio Announcements" in the left menu under "Actions."
Click "Add Message." Enter the note you want to post, and click "Save Message." That message will then show up on the bulletin board for all of your parents when they login to the Parent Portal.

You also have the ability to save the message as a Pop-Up, so when the Parent logs in, they'll be required to read the note.
With this set, the Pop-Up in the portal will look similar to this:
